Key qualifications (summary of experience, skills and competencies):

Officer of the Indian Police Service (IPS), 1975-2010: Career police officer, who retired recently as the first Director General of India’s newly constituted counter terrorism agency, the National Investigation Agency (NIA).  Highlights of experience and skills include:

§  Director General, NIA (January 2009 – January 2010) Organization: NIA   Beneficiary: Government of India: First Director General of the NIA set up by the Government of India as the country’s premier counter terrorism agency, in the wake of the terror strike on Mumbai on 26/11/ 2008, reporting directly to the Home Minister of India. Responsible for:
Ø   setting up an appropriate organizational structure for the NIA that could function as a specialized preventive and detective anti-terrorism agency.
Ø   selection of a core group of officers with exposure to investigation and trial of terrorist cases. 

§  Commissioner of Vigilance, Jammu & Kashmir Government (two stints, from March 2003 to April 2005 and September 2008 to January 2009) Organization: State Vigilance Organization (SVO).  Beneficiary: Government of Jammu & Kashmir:  Headed the SVO, Jammu & Kashmir’s main anti-corruption agency. Highlights include:
Ø   re-organization of the SVO with the aim of reducing delay in investigations and increasing conviction rates, which was achieved.
Ø   during this tenure, with the permission of the Government of Jammu & Kashmir, for the first time, a study of corruption levels in the state was undertaken, with the association of Transparency International. In their India Corruption Study of 2005, Transparency International included me among 14 national level experts consulted by them.

§  Joint Director/Additional Director, Central Bureau of Investigation (CBI), New Delhi (two stints: June 02 – March 03 and November 2006 – September 2008) Organization: Central Bureau of Investigation. Beneficiary: Government of India: Highlights include:
Ø   supervising the investigation and trial of the Indian Airlines hijacking in 1999, the Babri Masjid demolition in 1992, the Purulia Arms drop in 1995.
Ø   led the team mandated to restructure CBI to ensure that it was able to function optimally, efficiently and effectively. The CBI has three main investigative divisions - anti-corruption, special crimes and economic offences, as well as a policy division which handles sensitive issues like internal vigilance, and intelligence gathering. Further to a detailed study of the targets and achievements of the CBI and the existing distribution of work amongst the divisions, we advised strengthening the policy as well as the economic offences divisions by redistribution of officers and men from other divisions. We also advised placement of units in areas which had more scope of work. The recent Satyam Computers fraud case was tackled by the reorganised and strengthened economic offences wing. Separately, strengthening of the policy division helped in collecting better intelligence of public sector fraud and corruption, thereby strengthening the anti-corruption division.

§  Additional Director General, Police Headquarters (April 2005 – October 2006),Inspector General, Jammu Range (July, 1999-November, 2001), Inspector General Crime Branch with additional charge of recruitment (June 1998- July99), DIG, South Kashmir Range, Anantnag (July, 1990-May, 1991), Senior Superintendent of Police, Jammu (August, 1989- July, 1990), Commandant of 3rd Battalion / Assistant Inspector General Police Headquarters (May 1980- June 1983) (Organization: Jammu & Kashmir Police. Beneficiary: J&K Police/J&K Government: Highlights include:
Ø   maintaining law and order and crime management in the wake of insurgent activities and cross border terrorism.
Ø   day to day administration of the state police force, including, recruitment, maintaining discipline, complaints, police purchases, training and modernization.
Ø   installed CCTV in sensitive intersections in the cities of Jammu and Srinagar which were subject to terrorist attacks.
Ø   Chairman of the J&K Police Recruitment Board in charge of recruiting police constables (May 1980 to June 1983), and recruiting constables to the 5th and 6th India Reserve Battalions (1999). Organised recruitment drives in all Tehsil headquarters to ensure adequate representation to candidates from all regions and communities, including reserved categories. Additionally, raised and trained the 6th and 7th Battalions of the J&K Armed Police during January-November 1981 for which I received appreciation from the Government of J&K.
Ø   presented J&K Police’s case for modernization to the Ministry of Home Affairs, New Delhi. Modernization funds, of which J&K got the lion’s share, helped with capacity building as well as training and arms within the J&K Police, making the force fighting fit to take on any task.

§  Director, Sher-e-Kashmir Police Academy (November 2001 – June 2002) (Organization: Jammu & Kashmir Police. Beneficiary: J&K Police/J&K Government: Highlights include:
Ø  introduced capsule courses on cyber crime, public speaking among police officers as well as a vertical interaction course on terrorism.

§  Led independent enquiries into the following whilst serving in Jammu & Kashmir:
Ø   the circumstances that led to the terrorist attack on 6 April, 2005, on the Tourist Reception Centre in Srinagar, on the eve of the visit of the Prime Minister of India, to inaugurate the Srinagar Muzafarbad bus service. Completed the enquiry within the stipulated period of one month, and recommendations made were accepted by the Government.
Ø   the circumstances that led to the escape of three terrorists from the high security Kot Bhalwal prison in Jammu in October, 1998. Completed the inquiry within the stipulated period of one month and recommendations made were accepted by the Government.

§  Deputy Inspector General, Special Investigation Team (SIT)/CBI (May 1991- May 1998) Organization: Central Bureau of Investigation. Beneficiary: Government of India: The SIT was constituted to investigate the assassination of former Indian Prime Minister, Rajiv Gandhi. 
Ø   led the field investigations and chase of the accused (who were members of the LTTE of Sri Lanka), and planned and supervised the trial of the case in the Designated Court
Ø   handled investigations in Sri Lanka, including legal matters pertaining to issuance of Interpol Red Corner Notice and extradition of the LTTE leaders.

§  Addressed the Global Financial Crime Congress organized by the United Nations Office on Drugs and Crime and Interpol in Bangkok from 17th to 20th April, 2007, on Asset Recovery.
§  Participated in, and addressed, Interpol’s seminars, workshops and General Assemblies in Lyon (November 1996), New Delhi (October 1997, September 2007), Marrakech (November 2007) and Kuala Lumpur (August 2008).
§  Extensively lectured in the National Police Academy, Hyderabad, the CBI Academy in Ghaziabad, and the National Academy of Administration, Mussoorie
§  Was a member of the Task Force constituted by the Cabinet Committee on Security, Government of India, under Mr. Naresh Chandra, former Cabinet Secretary, to review India’s national security. The Task Force submitted its report to the Hon’able Prime Minister on 23 May, 2012.
